Capitol region education council - The Capitol Region Education Council (CREC) is one of six Regional Education Service Centers in Connecticut. It operates 18 innovative theme-based magnet schools created as a result of the 1996 Sheff v. O’Neill case, which sought to desegregate Hartford schools.
